the artist is Steve O'Sullivan, who makes minimal techno/"dub" kind of in the style of Maurizio/Basic Channel. Bluetrain is one of his aliases that he releases music under - not real familiar with him, although certainly some of us here are familiar with the work of Maurizio and Basic Channel.

i dunno if the picture is of anyone iconic, although the cover is seemingly influenced by the Miles Davis record that Inyaki referenced.
