No, I don't think it is (at least I am certain there is no FrontLine/Virgin/EMI CD).
I was actually just recently playing this in a record store a few days ago, it isn't really a dub album, more an instrumental (horns on top). I think it is a counterpart to *World On Fire*, no?

With the exception of Colombian Red and Walk Like A Dragon. The former I don't know the original to and the latter is from his cut of Natty Dread Christmas called Jamaican Girl (released on an Observer 12").
