I would'nt really call Horace Andy's voice falsetto. Slim Smith, Ken Parker, Pat kelly, Cornell Campbell, Junior Murvin, etc.... all wicked and very important Reggae falsettos... but how abou Barry Biggs? Nobody ever talks about him and at around sixty years of age, he still can sing in that killer falsetto voice!

I agree Pat Kelly & Slim Smith, are the top two falsetto singers then the dude from the Congos comes in third.

"Police & Thieves" is the top falsetto song though.

Conversation Style on Soferno Records 12 inch by Al Campbell. At least that's what it says on the label but I've often wondered if it isn't really Cornell Campbell or maybe a different Al as it doesn't sound like Al Campbell's usual - much lower- delivery.
