That "21st Century Dub" album consists of the whole of two original Pecker albums released in Japan in 1980, namely "Pecker Power" and "Instant Rasta" (both on Columbia Nippon then).
The only tracks that feature japanese and jamaican musicians together are 'Pecker Power Part One', 'Concrete Jungle', 'Jamming' and 'Dub Jam Rock', all recorded at Tuff Gong Studios with the Wailers and I Threes plus Rico (on 'Jamming') and the japanese guys.
