Winston Heywood "Africa" version???

Hi there, first time posting, but been visiting RA for a long time. Looking for help on locating a track that i just cannot find anywhere online or in my collection, but my hazy memory insists that it exists!

This is the same riddim as "Winston Heywood - Africa", but with Lee Perry on the vocals. Can't remember much else, other than Perry singing something along the lines of "Don't blame the children, Blame the heathen(or "teachers"?)".

I could have sworn it was in Arkology, but I've been through the album again and again to no avail.
Please help me locate this, it is really driving me crazy.
