Tune ID - Lebanon, Out Of Hand?

I have a 12" on the Rock Mass label (I think? hard to read) and the hook goes "Out a hand, things a get out a hand, down in Lebanon them a get out a hand". It's a DJ tune, Radics backing. Unfortunately the 12" is labelled with the b-side (Skully & Keith - Lebanon Rock) on both sides.
Any info on who the DJ might be or the name of the tune?
