The Enforcer

Greetings,
Can anyone give me any info on the Enforcer. Ever since I heard the tune "PAY THEM" on the Well Charged compilation on Pressure Sounds I've checked for this artist and can find nothing. This tune is an absolute CLASSIC in my opinion. I put it up there with "Ballistic Affair", "Tribal War" etc. as a gem in the Channel 1 canon.
Was this a special, a dub plate or is ENFORCER just an alias?
