"Nah Fi Dread" tune id

I first heard this tune on the radio about 13 years ago. have been wondering what it was ever since. I can't remember the riddim it's on but I do know some lyrics, so maybe someone can help. From the vocal style and production, I'd say it was new when I heard it around 94-95
Great tune. Lyrics may be a bit patchy as I really haven't heard it since then:

That's all I can really remember right now. Later on he shouts out a list of performers too, and at one point it sounds like he identifies himself as Captain Barkey, but this sounds nothing at all like any Captain Barkey I've ever heard, so I doubt I heard it right.
Anyway, any help would be appreciated. I've posted roughly this same thing to various boards over the years and never got an ID.
If there's any Portland,OR massive out there, this used to play on the Ital Vibes show. If anyone knows that Ital Vibes DJ from back then, he's the only I know for sure knows!!
