The deejay does remind of Prince Jazzbo (but with a less gruff voice).
He does say »Don't trouble **Papa Crucial**« a couple of times which leads me to think that it probably is his artist name. (But then again he speaks about _him_ and not _I_).

A mate in Japan sent me this DVD with a myriad of singles and that one was labeled Brother Roy - Different Experience...however the Brother Roy I have on the same title is totally different , hence the confusion.

I can't download this at work....is it the same riddim track that is Track 1, Side 1 of this LP?

If so, it's a U-Brown production, and a version of Al Campbell's version of "My Whole World Is Falling Down".
I could never identify the DJ just based on the short intro to the dub, it's definitely someone who wasn't well-known when it was released back the day.
However give me a week and I will find out by asking the producer.

The whole track doesn't sound like a dub at all because of the dj's vocals sprinkled all over.

The Al Campbell one I have and yes you're 100% correct it's the same bassline.The flip side sounds more like a real dub as it has less of the voicing over as the dj version.

I saw U-Brown last Thursday and asked him:
He said the DJ was a youth hanging around the studio that he was "just giving a chance" but couldn't recall his name.
