Fally = folly = foolish, ranking = sort of later version of rudeboys (I think)

Thats right. It's a complaint about the rudeboys/ rankings spreading violence:
"Oh what a shame/ what a big disgrace/ a fally ranking just a shoot up de place/ uptown, downtown, all around town/ fally ranking"

Yes , folly is an old English word meaning wasteful foolishness ..
also used in patois for Foliticians..lol
