sounds like a sine wave controlled by an lfo to swiftly change pitch from really low freq to high freq, with delay on top. theres a sweet vst plugin called 'dub siren' check it

I have dub siren and everything else from that page for years now, the problem is, i dont have a external controller to use the tool proper and mouse cant too much
