The wonderful thing about The Specials is that they are a mixed group, which in itself more advaneed in concept then segregating music by "colour of skin". Why would you put them in a "Whitey" list? Why would you call them non-Jamaican if their parents had jamaican roots?
How do you guauge Serge Gainsborough's "reggae quotient" when he was backed by Sly & Robbie? What about The Slits? White English girls produced by a reggae maestro with dark skin (Bovell) however he's not from Jamaica....confusing isn't it?
Then there is Yellowman, who is a black albino. "Yellow" is not a race. I am sure you are well intentioned, but the world advances when the colour of a man's skin has no bearing on the perception of the music he creates. Creating segrated lists perpuates segragationist thinking, and plays into the hands of those with hateful and small minds.

You could probably have expressed what you are looking for in less controversial terms (e.g. reggae tracks by non-Jamaican, not primarily reggae acts), but I think these might the sort of thing you're after:
-The Ruts - Jah War
http://www.youtube.com/watch?v=01zIS6oYqec
-The Clash - Guns of Brixton
http://www.youtube.com/watch?v=hiQoq-wqZxg
-Elvis Costello - Watching the Detectives

I tend to agree with Davek & Mike Andy :music shouldnt be segregated by colour. A great quote from a film by John Waters called Hairspray : "my skin may be white but my soul is black"
surely if youve got"Soul" it dont matter if your black or white?
anyway here are a few more for your dubious list:
Ruts DC-Rhythm Collision LP(white punks playing Dub)
Sound Iration in Dub(Killing Joke member+Nik Manaseh)
Slits-Cut LP
Clash-Police & Thieves
Skindred-Babylon(white band black singer)
Punks had a definate affinity with Reggae from the days when Don Letts used to dj at punk venues like the Roxy, playing roots and dub with his bredrin supplying the spliffs.
finally just to remind you Bob Marley had a white father so where does he fit in your scheme of things?

great.
at first i tried to avoid and tried not to pay attention (read) to the
first comments and other misunderstood thoughts about race, "soul" or whatever commented before, as i was suspicious about starting a topic like this (specially with a title like this but tried to think positive instead of thinking the worse), then i gave an overall read to all the posts and noticed the unevitable...
and decided to comment something:
i think (mike andy)
got the whole point
this is/was an experiment for a mixtape
trying to spot all the weird moments in reggae/music
where there has been interesting outlooks on reggae
the vision and the incursion of germans/frenchs/british/americans over the genre
and their interesting results
years before i tried this forum for a "teenage reggae singers" mixtape like yami bolo, white mice, billy boyo among others who were shared by people of this forum...
and the response of the people was very enthusiastic
not so prejudiced about the issue(s)
i'm a venezuelan
still living in caracas
and all i'm interested it's on music and their endless crossovers and possibilites
thanks to all the contributions shared
again thanks and
contributions are still welcomed

ok, sorry for judging you on this. I misunderstood what you are trying to do.What you are investigating is an intersting area in itself the moment reggae entered the consciousness of white people all over the world and the weird sounds that resulted?
you could check out Keith Richard(Rolling Stone)'s reggae band The Wingless Angels.
Capital Letters-Smoking me Ganja 12" and Headline LP
Dead 60s-a band from Liverpool influenced by Ska ,punk and reggae.
NOFX?
Less Than Jake
Madness-aside from doing covers of ska tunes like Al Capone and One Step Beyond, did their own great tunes like Baggy Trousers
Specials-Ghost Town
A lot of so-called "digidub" is a mutation of the reggae sound filterd through digital technology :bands like The Disciples, Bush Chemists etc

Amongst the 'cod reggae' and crossovers back in the late 1970s and early 1980s were:
Ultravox - Dangerous Rhythm
Latin Quarter - Radio Africa
Terrorists (several)
John Martyn - Johnny Too Bad
Clash - Bankrobber
Eagles - Hotel California (Don't blame me, I've seen it listed as "the first reggae song to hit No.1 in the US"!)
Police - Bed's Too Big Without You (amongst others)
