An artist which would have deserved more recognition and/or opportunity to record on a major reggae label (such as Greensleeves, Trojan, Virgin, Island, RCA etc.) and be heard by the "masses". This hence excludes artists that are typically most represented on this site (they generally had contracts with big players; Whether or not they got enough royalties/money is not the topic here)
In other words: "what a shame"
I would short list following:
> Carl Dawkins
> Jah Mel
> Desi Roots
The most underrated reggae artist (from the 70's)

One artists from the 70's that deserved wider recognition I would say was Brigadier Jerry. Imagine his 12 Tribes having been released on Virgin!
Jah Mel released his music at first in the 80's by the way. Don't know if you meant both 70's and 80's.

Underrecorded: Judah Eskender Tafari, Mighty Rudo
Underrated in Jamaica in those days I think was also Earl 16.
