I was to say Judah Eskender Tafari, but after listening 'Jah Light' on headphones he sounds quite nice.
Slightly off-topic but I'd like to bring up Junior Murvin. 'Police & Thieves is so magnificent, but I haven't heard anything in that class from him, on the contrary his piercing falsetto often annoys to the point of pressing skip-button.
