Looking for mid eighties reggae tune

I am looking for a tune I heard on dutch radio in the mid eighties. I think it's british reggae, the sound is fresh and the lyrics go something like; "Not every dread is a rastaman, not every baldhead a hypocrite one, not every Rusian a communist man, not every Asian a jengiskhan, ooowooyeah..."
