Upsetter's 'Rough And Smooth' artists info?

Greetings Roots-Archive massive!

I was ripping my copy of the Various Artists cd "Battle Axe" produced by Lee Perry and on the track 'Rough And Smooth' credited to the Upsetters by an unknown but familiar singer, there clearly are some spoken interludes by one Peter Tosh.
At the end he even uses his famous rasta speak, instead of iniquity he says OUT-A-quity!
The track sounds like a reworking of Stranger Cole's Rough And Tough.

After I asked Werner of Wailer.de about it, this is what some connaisseurs had to say:
David Katz - author of Lee perry People Boy Funny - told me, this may well be Tosh.
Rob Chapman - author of Never Grown Old - Studio One Discography - say, we may be right to be identifying Tosh but he is no expert,
John Dubois - from Dubwise Garage - says that is Tosh for sure,
Roger Steffens - writer of The Definite Wailers discography - say could be Tosh,
Jeremy Collingwood - writer of Bob Marley His Musical Legacy - is more in doubt telling this can also be someone who tried to sound like Tosh,
Glen Lockley - publisher of Distant Drums Magazine - say definitely possible Tosh,
Bruno Blum - producer of The Complete Wailers 1967-72 - say sound like Tosh for sure.

So there is a strong tendency that it is indeed Peter Tosh here.

Does anyone have any info about this?
Also who IS the lead singer?
Just wondering.
