Im pretty sure it has something to do with Roberto Sanchez. He was member of a band called Loud & Lone that did things together with Basque Dub Foundation. Loud&Lone is now called Lone Ark but I dont know how much the formation has changed. They have just done their first album "Oil & Water" and the dub version. Sly plays drums on the album. Ambassah is now a producer that used to play in Loud&Lone, he released an album last year including Roberto Sanchez.
This Sanchez has also a recording studio in Santander (Cantabria, Spain) where he records and produces spanish reggae and ska bands. It seems that Luciano and Sugar Minott have recorded there too.
I have a first class album from Loud&Lone and the voice and style are definetely the same as in your song. That song could be included in other album they have called Showcase vol.II.
Things look very promising in the Biscay Bay.
