I'm listening last CD from H.Andy "From the Roots" and I thought, "this is great roots music still" and i came up with the question:
Which Roots Artist (60's-70's-80's) is making the best roots music today (2000's)?

I'd vote for Horace, too. Mainly due to Seek and You Will Find being a recent release that is IMHO very excellent. The man still has the voice and is great at being consistently on.
Prince Alla also still releases quality roots material on occasion (sometimes he work with more of a digital edge).
Little Roy is always worth hearing even if he is often spotty.
Wailing Souls still sound good to me, even though they don't do strictly roots style.

Many of them are still really good when you see them live, but their albums are not always as good as they were...
I'd add Clinton Fearon, he makes really great roots with his boogie brown band.
