How would you explain this?

If you were asked to explain this cover art http://www.roots-archives.com/release/1408 what would you say?

There is a tower which i take to be towwer of babel and On top of it is a man looking like Pope(you can correct me).Tower of babel is all about confusion.Does this mean the man on top of the tower is a confusionist?

This is how I've always read the cover. I think that since Pope Paul is on top of Babels* tower it's supposed to mean that the Pope is a part of Babylon. Simple as that.

*Babel is the hebrew name for the city of Babylon.

Definately signifying Babylon falling I'd say - Pope Paul is wearing a cowboy hat - is that normal for him, or added to pic for some significance perhaps? Notice the Babylon military general type is at a loss to save the crumbling Tower of Babel!

Who's in the bottom left corner? I'm not sure the pope's hat is a cowboy hat, some older catholic clergy hats did look like that.
