The DJ sounds more like Big Joe to me. He did a different toast to this on the end of Pat Kelly's 12" of Angel of The Morning which is the rhythm in the sample. Maybe this was an alternative cut by the same DJ? I actually prefer the one in your sample to the one on the 12".
Listening to this makes me wish I had downloaded the full sample you posted. Any chance of putting it up again please?

I think I've changed my mind. It does sound more like Tappa Zukie. Interestingly the DJs lyrics in one track mention the words "Peace Truce In the Arena" and "Peace In The Ghetto". Tappa Zukie had records under both those names around that time but they are different. However since DJs were very repetitive with their lyrics it wouldn't surprise me if it was Tappa. Tappa was also the Youth Man DJ so that could explain the title.
If anyone knows a more exact release date I'll try and find it in my old magazines.
In the mean time I've been trying to work out the Pat Kelly tracks used and so far have got the following:
Side A
1) Angel Of The Morning
2) No Love
3) [Things In Life Rhythm]- Didn't know Pat Kelly did a song on this rhythm but I don't have all his records
4) I Started A Joke
5) ?
Side B
1) How Long
2) At The Dark End Of The Street
3) Give Love A Try
4) Sentimental Reasons
The vocal versions come mainly from this album and I'm not sure if that matches any of the dubs mentioned by Wareika:
