I checked the lyrics and it is basically saying
when there is a problem /arguement people just make excuses or say things we do not want to hear.
BLA BLA BLA or BLAH BLAH BLAH is, in English, the sound of someone complaining or just talking rubbish or saying something worthless in the listener's opinion.
SO when we hear that we say
"BLAH BLAH BLAH" to mean that is just worthless noise!
I do not want to listen to it /you.

PS quarrel means arguement
Hope that helps

Bla bla bla is also used in German and our politicians doing it day by day.

Another word for bla is "sülz" or "laber" :-))

In pure jamaican : "Labba Labba Labba" !
cf : Freddie McGregor, "Bredda Labba Labba"
