Subliminal backing track on Joe Gibbs - African Dub?

Am I the only one hearing this?
Sounds like a news program or some other type of faint dialogue track in background.
I used to think it was specific tracks, but now I hear it on the entire A-side.

I'm beginning to think maybe this is a mis-recorded/shotty bootleg.
Cover and matrix numbers don't match anything here on the Archive.

Hahaaa, no doubt Fred. :)
Now I'm definitely thinking bootleg.

Side A has 'Universal Dub' pressed twice in succession and is missing 'Lovers Serenade'.
Side B 'Worrier' is missing the intro. :(

I don't recognise that copy but it isn't the original pressing, obviously. It doesn't even look like the later Gibbs pressing.

Doesn't JGM stand for Joe Gibbs Miami? Wasn't that the matrix used for the Florida-based operation (run by Rocky Gibbs?) I'm not sure, my knowledge of that is patchy, I need to read up.

So it might be an 'official' Gibbs release after all.

I did find a 'ET' number scribed in the dead spot...Errol Thompson I imagine.
It's begining to look official...sorta. ;)
