No, it's not African Girl we're thinking of. On the particular track Sugar is singing something like »I'm riding for a fall«. Just listen to the song on the album and you'll hear.

"cool runnings" means everything running smooth, no hassles or problems. used to be more widely used as a goodbye thing to say to someone. "cool runnings, bredren!"

it could also be used as a term to describe a person's relationship with someone else or even a neighborhood in general... "is cool runnings mi have" with someone/somewhere, i.e., no conflicts or beef.
