Most British reggae from the late 70s and early 80s would probably be along the lines of what you're seeking:
Reggae Regular
Aswad
Black Slate
would be the bands I'd check first. Also Steel Pulse's earlier LPs that are on the Island label are all worth owning.
There is a compilation of British reggae acts from this era that is called "Don't Call Us Immigrants". It might be the place to start. My favorite UK reggae band is called Misty in Roots but their sound is different than Steel Pulse or the other acts I mentioned above.

Re: Steele Pulse - Earth Crisis (need recommendations)
I agree with Jason's recommendations, but I would also suggest, Capital Letters, to me they sound the most like early Steel Pulse
[cover=157,164]
I would suggest the following Steel Pulse albums, beyond Babylon the Bandit (or probably after True Democracy) the sound changed quite a bit, but not necessarily for the better.
Handsworth Revolution (1978)
Tribute to the Martyrs (1979)
Caught You (1980)
True Democracy (1982)
Earth Crisis (1984)
Babylon the Bandit (1986)
I own all of the Steel Pulse material, purchased mostly out of habit, as this was one of my favorite bands for a long time, but I wouldn't necessarily recommend any of the newer stuff.

To me, True Democracy sounds the most like Earth Crisis. Both of these albums sound different than their earlier Island output. The first 5 albums listed by Chris are must-haves/classics in my opinion. Babylon The Bandit -- not so much -- I didn't like it at all and sold it back to the record store.

Mick D-
You're right about True Democracy having the closest sound and vibe to Earth Crisis. Both are great LPs. Different than their Island LPs but still classic British Reggae that set a very high standard (even for Steel Pulse to try to follow).
Meathead-
Out of Aswad's LPs, I'd get:
New Chapter
Showcase
Hulet
as my first picks. The double disc "Roots Rocking" is the cheapest and fastest way to get MOST of their best material if you're just wanting to check some new sounds.
