Song ID... Please help me figure out this crucial singer!!!

Hey guys, It's been a long while since I have posted on this board... But I am back. I see some of the same guys are still on here, you are all big timers. So I need your help to ID this singer. I have a mix CD given to me by a friend from a while back. Of course this CD has no track names on it. On the CD is four songs all in a row by the same singer with the same backing band, so I know they are all from the same album. To me it sounds like it is early to mid 80's, and possibly recorded in the UK. I could be wrong though. It is a single singer with a sort of low and sweet mellow voice. Ok, so here are some of the lyrics.

1st song: Verse- There is a land, that has been written of in many a songs... Far and East, it's my place of rest... 2nd song: Verse- There she goes again, eyes bright as a light going out to face the night... enjoyment is in her plans, not caring who she takes by the hand...

3rd song: Chorus- Rise and shine... Israel open up your eyes... Rise and shine, let Jah prophecy guide your lives, In a dis here time, Rastaman time...

4th song (most murder): Verse- Oh Africa, I can hear the children crying for hunger...
Chorus: In this crucial time, Africa crisis...

I shortened the verses on some of them because it would take up even more space than it did. I know that some of you know who this is, so help me out!!! I'm from San Diego, a lot of times CD's make it around a group of friends, so some of you 619ers have probably heard this CD mix. It also has some Abakush on it, and Matumbi.
