To me definitely all the songs I know by the obscure UK group called Black Symbol.
Songs such as "Everything Has It's Time", "In The Name Of Jah Jah" and "Non A Jah Jah Children" are all heavy and obscure deep roots reggae tunes, all VERY dark, threatening, and also scary depending on when specifically you are listening to it.

Not my most favourite band, but Ku Klux Klan by Steel Pulse is a nasty piece of work.

But if you DO want loud menace, Junior Delgado, "Broadwater Farm". Kaiser Chumps might say "I Predict A Riot" but Jux's tune was right there before the Farm burned. The people suffer so, and you can hear it in every doom-laden note. Tough times deliver tough tunes.

There's a reason he was called "Dark Prince of Reggae."
Keith Rowe's "Groovy Situation" produced by Scratch is another strange, dark tune. The woman in the background sounds like she's moaning, crying and laughing throughout the song.
