The english translation does mean a big white wave, like a hughe wave, remember the hollywood film by the same name...

but Don Carlos probabbly refers to what titus said i guess, maybe talking about how he hasn't eaten for so long he has white squall and it hurts(eg. white squall a bite) perhaps...

In JA lyrics, it means people who are ready to spoil or kill the others for their own benefits with no morality.

I just asked a Jamaican author i know and they confirmed it definitely refers to the white mouth thing, here is their translation,
