Who do people think that the most sampled reggae?
African Anthem by Mikey Dread is way up there, the Orb sampled that quite a bit along with Scientist Meets the Evil Curse of the Vampires.
Blackboard Jungle by Lee Perry seems to crop up every so often i.e. Leftfield
