CD issues of some legendary albums

Can anyone explain to me why some legendary reggae albums never got issued in CD format. And no, I am not talking about some obscure dub albums but about something like Prince Lincoln's "Ride With The Rasses" http://www.roots-archives.com/release/1524.
It is year 2009, CD media is dying slowly, hell, artists and fans are dying slowly too, and those publishers and copyright owners are waiting for... what?

it all comes down to one thing (mostly). Money. It also is very tricky finding out who actually owns the rights to the recordings

There's also the issue of locating the master tapes, which may not even exist any more - or failing that, a vinyl copy that's in good enough condition to use as a source and then the cost of mastering it so that it doesn't sound like a cheaply-done vinyl rip.

Yep, buying a CD only to discover that it's blatantly mastered from vinyl *really* alienates some listeners. It only really bothers me if there's a skip in it (only ever happened to me once - not on a reggae album), or if I've heard better quality versions of the same tracks elsewhere and it's obvious that they just haven't taken any care with the mastering in this instance...
