As much as it is difficult/subjective to say what is the best song (the GOAT), or the best artist, or the best album, one truth prevails: the number of times you've spinned a tune.
My list:
1. Give Thanks / Uniques (led by Jimmy Riley)
2. My Confession / Cornell Campbell
3. Peace & Love / Delroy Wilson
THE reggae tune(s) you've spinned the most...

1. Deliverance Will Come - Dennis Brown
2. Uncle George - Steel Pulse
3. Queen Of The Minstrels - The Eternals
4. In A Rub-A-Dub - Sugar Minott
5. Slave Driver - BM&TW
...even though a few of those are from LPs and I always listen to LPs all the way through, I put those songs on several mix tapes/CDs over the years, and therefore heard them more than the rest of the given albums they came from.

THE GLADIATORS "Look Is Deceiving"
Don Carlos "Young girl"
MIKEY DREAD "Paradise"
Israel Vibration " Whats the use"
These are all CLASSICS that EVERYONE should have that loves reggae. If you never herd these songs you must buy the albums they came off of and enjoy the reggae classics.
