Mystery Track on 7"

OK so I recently got a repress 7" of Wayne Jarrett - Youthman on Pantomime. B side is listed as Version.

But...it's not a version of Youthman. It's Up Park Camp rhythm and it sounds to me like it was voiced fairly recently because of some of the slang ('dis the program' and such things) but I could be wrong. And it's definitely not Wayne Jarrett.

Lyrics go:

etc, etc.

Any clue? you can hear a clip at ernie b if you look up the Jarret 7" and listen to the b side.
