On the Techniques 7" it is listed as Donovan D, but i believe the correct name for this artist is Donovan Adams.

In the liner notes of Roots Techniques (Pressure Sounds, 1999), Winston Riley says that Donovan Adams played bass and sang in a group, called The Victors, but he has left the music business and was last seen driving a taxi. He also says the the original vocal version of Who Is The Man is lost in the Techniques tape vault.
I think Donovan Carlos, who sometimes sang with Soul Syndicate, is Donovan Carless. His big hit was Be Thankful, which has the chorus, "you may not have a car at all", which possibly led to the change in name.
